"Golf cart" means a vehicle specifically designed and intended for the purposes of transporting one or more persons and their golf clubs or maintaining the condition of the grounds on a public or private golf course. (Ord. 11-09, 8-16-2011)

6-9-2: OPERATION ON STREETS: linklink

It shall be lawful to operate a golf cart on village streets subject to the requirements and regulations of this chapter, except that it shall be unlawful to operate a golf cart on village roads or highways that are posted at thirty five (35) miles per hour or higher. It shall be unlawful to operate a golf cart on Illinois Route 170, other than to cross while traveling on a village street. (Ord. 11-09, 8-16-2011)

6-9-3: REQUIRED EQUIPMENT: linklink

A golf cart to be operated on a village street shall have the following equipment in good working condition at all times:


A. Brakes.


B. Steering apparatus.


C. Tires.


D. A rearview mirror.


E. A red reflectorized warning device on the front and rear.


F. A slow moving emblem as required by 625 Illinois Compiled Statutes 5/12-709 attached to the rear.


G. A headlight that emits white light visible from at least five hundred feet (500') to the front.


H. A taillamp that emits red light visible from at least one hundred feet (100') from the rear.


I. Brake lights on the rear.


J. Turn signals on the front and rear.

The operator of a golf cart on a village street shall obey all ordinances of the village of Seneca and the provisions of the Illinois vehicle code as amended from time to time. (Ord. 11-09, 8-16-2011)

6-9-9: VILLAGE LICENSE: linklink

No person shall operate a golf cart on a village street unless the golf cart has been issued a license by the village. A person desiring a license shall make application to the chief of police, or his designee, on forms provided by the village. The license shall be valid for a period of one year from the date of issuance. Prior to the issuance of the license, a fee of fifty dollars ($50.00) shall be paid to the village clerk by the applicant and the applicant shall present the golf cart to the chief of police, or his designee, for an inspection to determine whether the golf cart may be operated on a village street. If the applicant and golf cart are qualified a license shall be issued to the applicant. (Ord. 11-09, 8-16-2011)

6-9-10: MANDATORY INSURANCE: linklink

No person shall operate, and no owner shall permit another person to operate a golf cart on a village street unless:


A. The golf cart is covered by a liability insurance policy as required by section 7-601 of the Illinois vehicle code1; and


B. The operator of the golf cart carries with him/her proof of liability insurance as required by section 7-602 of the Illinois vehicle code2. (Ord. 11-09, 8-16-2011)

6-9-11: LICENSE REVOCATION: linklink


A. The license of an operator of a golf cart issued pursuant to section 6-9-9 of this chapter may be revoked by the chief of police, or his designee if:

1. There is any material misrepresentation made by the applicant on the application; or

2. The required liability insurance is no longer in full force and effect; or

3. There is evidence that the license holder can no longer safely operate the golf cart.


B. The chief of police, or his designee, shall issue a notice of revocation of a license in writing and either hand deliver the notice to the license holder, or send the notice by certified mail to the license holder at the address on the application. The revocation of the license shall be effective immediately after personal service, or on the third day after the postmark of the certified mail receipt. (Ord. 11-09, 8-16-2011)

6-9-12: VIOLATIONS; PUNISHMENT: linklink


A. Any person violating or aiding or abetting the violation of any provisions of this chapter is guilty of a petty offense and shall be fined not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00).


B. Each day a person fails to comply with the provisions of this chapter constitutes a separate offense. (Ord. 11-09, 8-16-2011)
