Except insofar as the application thereof is clearly impractical or inappropriate, in view of the context of purposes or penalty as provided, all of the definitions, requirements, regulations, prohibitions, provisions and sections of the Utah government records access and management act¹, as amended, are hereby adopted by the city. Any and all violations thereof shall be considered violations of this chapter and each such violation shall subject the violator thereof to penalty provisions under this chapter if proceeded hereunder. The city recorder is hereby designated as the records manager, who shall, according to the provisions set forth in Utah Code Annotated sections 63-2-305 and 63-2-306, determine the classification of city records and whose duty it shall be to evaluate records and make designations and classifications according to the act.
